Meet our Board of Trustees

The Board of Trustees for the Indio Police Officers, John Rose Memorial consists of The Indio Chief of Police, The President of the Indio POA, and now that our founder is no longer with us, five (5) members from the community.  All members on the Board are volunteers.  We pay no salaries, so all monies donated by the men and women of the Indio Police Department and the general public are deposited directly into the Trust accounts for emergencies and scholarships.

Chairman Paul Proulx

Paul has been the Chairman of the Indio Police Officers, John Rose Memorial since 2013.  He is also the President and CEO of Pallmar and Company.  Pallmar is a commercial and institutional door & hardware supplier and installation company founded in 1975.  

 

Paul has been involved with the Indio Police Department as a volunteer since 2006.  He has been the Commander of the Volunteers for the last six years and enjoys anything he can do to help the men and women of the Indio Police Department.

Vice Chairman Rick Diaz

Our Vice Chairman, Rick Diaz, passed away on Thursday, February 6th at the age of 79.  Rick has served on many Boards and Charities and was extremely proud of the City of Indio and the Indio Police Department. Per his request, no services are planned at this time.  To honor Rick, donations can be made in his name to his favorite charity, the Indio Police Officers Memorial, by emailing Adela Rose at IndioPoliceOfficersMemorial@gmail.com.  Our thoughts are with his wife Nancy, his children and grandchildren.

Secretary / Treasurer Adela Rose

Adela worked closely with the charity's founder, her husband, John Rose.  Together they made the Indio Police Officers Memorial a reality and a recognized 501(c)(3).  Adela handles all of the charity's correspondence for the Chairman and the Board of Trustees.  Adela also maintains all the books necessary for tax filings and reporting to State and Federal agencies on behalf of the Memorial.  She is who you will talk to when you call or email the office.

Trustee Mike Washburn, Indio Chief of Police

Chief Washburn began his career with the Seattle Police Department in 1986 as a patrol officer, then became a Field Training Officer and later as a member of the Anti-Crime Team. In 1993, he was promoted to Sergeant and served as a Community Police Team Supervisor. Washburn was then assigned to the Juvenile Unit before being promoted to Lieutenant/Watch Commander.  In 2003, he served a six-month fellowship with the Department of Justice at FBI Headquarters in Washington, D.C. as the Safe Streets Executive Fellow.  In 2005, he was promoted to Captain and served as Precinct Commander for almost five years. He was then assigned to the Investigations Bureau and commanded the Violent Crimes Section, which includes Robbery, Homicide, CSI, and the Gang Unit.  From December 2013 through March 2015, he served as an Interim Assistant Chief.

Jason has been a trustee of the charity since his election as President of the IPOA.
